Does anyone know if this place has opened again yet as at May 2020?

No, they are still closed. There is a sign on their door that says "Closed until vaccine"

Does the sandwich get over by a particular time? I once went there around 5 PM and they said they were out. Is there a safe window time wise to visit so I don't have to return without the sandwich?

You can call ahead to see if they have them and/or order in advance on the phone.

Do they serve a veggie option Banh Mi?

Yes they have Tofu and also eggs.
